Transmitting emergency situation pictures to 911

Do you think it would be better if people are able to send pics and vids of a criminal activity or an emergency situation through their mobile phones to the authorities?

In New York, now citizens would be able to transmit the pictures of any such dangerous or emergency situation to 911 which might be a saving trend.
