Traffic penalties on those drivers who talk on mobile

I think this should be a trend that should be followed strictly all over the world. Even when I succumb to the temptations sometimes, I still feel this is a good move to double the traffic penalties to double the present [from £30 to £60] if charged of talking on mobile phone while driving in UK.
